Individual Heterogeneity and Average Welfare∗

چکیده
Individual heterogeneity is an important source of variation in demand. Allowing for general heterogeneity is needed for correct welfare comparisons. We consider general heterogenous demand where preferences and linear budget sets are statistically independent. We find that the dimension of heterogeneity and the individual demand functions are not identified. We also find that the exact consumer surplus of a price change, averaged across individuals, is not identified, motivating bounds analysis. We use bounds on income effects to derive relatively simple bounds on the average surplus, including for discrete/continous choice. We also sketch an approach to bounding surplus that does not use income effect bounds. We apply the results with income effect bounds to gasoline demand. We find little sensitivity to the income effect bounds in this application. JEL Classification: C10, C14, C51, C54.

A switch from joint to individual taxation is welfare improving
In this paper we empirically derive the welfare effects of a shift from joint taxation with full income splitting to a revenue neutral system of individual taxation in Germany. For the empirical welfare evaluation we estimate the preference heterogeneity in the population and use normative welfare concepts proposed in Fleurbaey (2006) to solve the difficulties of comparison between, and aggrega...

In many cases individuals benefit differently from the provision of a public good. We study in a laboratory experiment how heterogeneity in returns and uncertainty affects unconditional and conditional contribution behavior in a linear public goods game. The elicitation of conditional contributions in combination with a within subject design allows us to investigate belief-independent and type-...

To Train or Not To Train: Optimal Treatment Assignment Rules Using Welfare-to-Work Experiments Abstract: Planners often face the especially difficult and important task of assigning programs or treatments to optimize outcomes. Using the recent welfare-to-work reforms as an illustration, this paper considers the normative problem of how administrators might use data from randomized experiments t...
متن کاملPreference Heterogeneity and Willingness to Pay for Travel Time Savings
We examined different model specifications to detect the presence of preference heterogeneity in a mode choice context. The specification that worked best allows for both systematic and random variations in tastes, with parameters obtained at the individual level using Bayesian methods. Subjective values of travel time (SVT) and expected individual compensated variation were derived and aggrega...

Welfare, Labor Supply and Heterogeneous Preferences: Evidence for Europe and the US Following the report of the Stiglitz Commission, measuring and comparing well-being across countries has gained renewed interest. Yet, analyses that go beyond income and incorporate non-market dimensions of welfare most often rely on the assumption of identical preferences to avoid the difficulties related to in...
